For example Dan and Phil part 28: They edited for us, they edited for us is 60 characters. In replies it's shortened to Re: Dan and Phil part 28: They edited for us, they edited fo. If nobody minds the title being shortened in replies then the title name and number can be a full 60 characters.

This is all very true, and yeah, it works the same as it did on *the site that shall not be named, ty. I personally think it's a bit weird for the title to be shortened in replies, but for truly epic titles it's worth it, I suppose. And we can also do things like delete the space after the colon.
