It's just an aesthetic trend. There's no real subculture around it.
And there's a more high fashion version of it that's been around for ages that floats somewhere between "Wasteland/Dystopian" and "Street Wear Runway Goth". See labels like: SkinGraft, Mother of London, etc.
I prefer the latter much more than Health Goth, which is much less rooted in actual goth subculture.
