She's the only one being 13, it seems there are two other girls, one is a minor as well but older than 13 years old and the other one is actually at least 18 years old. Not only that, but she repeatedly insults and is overall really nasty against DP and the phandom. Her actions (and her friends') don't feel* like they come from your ordinary bitchy teen, but from someone who is mature enough and yet has no empathy, at all.
*And by "feel" I mean I'm in no way a psychologist, I'm only talking about my perceptions here.

Nah, he doesn't talk about Dan, when they are going out together, it's always "I". But fans always find them somehow. ^_^

My theory is Phil isn't as ready to be out about as Dan. Dan is taking steps forward and Phil takes a step forward and then back. They post a video where Phil acts cute with Dan and then Phil deletes a famous phan tweet a few days after. Phil tweets a cute birthday picture for Dan but only says 'I' when they do things together. Don't care because it's more fun for us but Phil must have whiplash from going back and forth so much.
If it was only the 'I' tweets it doesn't mean anything but Phil also tries not to look at Dan on camera even when Dan is talking and it would be normal to look at him. He does more little things to 'separate' him and Dan. Maybe it's not really a pattern but it looks like one when it's added together.
Yes! I haven't been in the phandom that long (and I believe this topic appeared for a while in the last thread) but it's fairly easy to see a pattern here : Dan most of times publicly uses the "we" "us", while Phil is more like "I" "me". Phil actively avoids to look at him in scripted videos, but act like a married couple in vlogs (watch any of PewPhan's recompilations in Youtube and you'll get what I mean). Hadn't it been for that couple at the cinema who bumped into them, we would've kept thinking they were in separate places and #phandivorced.
